Where could I go to buy a good English to German electronic translator in person?

I have been looking online and I want to be able to see it in person. I also don’t want one that know 15 languages. Just the English to German translator. I’m not looking to pay more than $400.
I life in Portland, OR
I’ve gone to bestbuy asshole and there not there.

You can’t since there is no good electronic translator
